Unique Node List (UNL)
The list of validators a given server trusts when it evaluates consensus.
Each server decides for itself whose votes it counts. Most operators start from a published recommended list and can edit or replace it.
Consensus works as long as the lists used across the network overlap substantially. It is a trust choice, made independently by every operator, rather than a permission granted by a central party.
